According to Section 73 of Catholic Order of Foresters’ (COF) Constitution and Bylaws, state jurisdiction convention delegates and alternates will be elected at a local court’s regular meeting held in October, November, December or January preceding the convention.

State jurisdictions will hold state conventions during March, April or May 2020.

According to Section 74, state jurisdiction conventions may be held in a city designated by the preceding state jurisdiction convention or by the state jurisdiction.

A local court must be in good standing before electing delegates to the state jurisdiction convention. “Good standing” means the local court has filed all the required High Court documents prior to September 30, 2019. Any local court that is not in good standing may not elect nor send delegates to the state jurisdiction convention. This paragraph does not apply to membership of a newly organized court.

State jurisdiction attendees

State jurisdiction (“state” from here on) convention members include the state spiritual director, state elective officers and members, and elected local court delegates within the state jurisdiction.

Elected state convention delegates and alternates are required to be “regular adult members in good standing” with their local court for one full year before March 1 of the state convention year. This means delegates need to be an adult member prior to February 28, 2019, be a Catholic in union with Rome and carry a COF insurance or annuity certificate.

Each local court recording secretary must notify his or her court’s adult members at least 10 days prior to the election’s date, time and place to give all eligible members an opportunity to serve as a delegate or alternate to the state convention.

Newly elected delegates get admittance to their state convention as voting members by presenting their signed credential form from their local court, verifying they were legally elected, and verifying they qualify as a delegate.

All current and past High Court members and past state court officers and trustees in good standing are entitled to honorary seats with no voice or vote.

All members belonging to the state in good standing are entitled to admission to their state convention sessions but have no voice and cannot vote.

State jurisdiction convention delegates

Only adult members with an insurance or annuity certificate and are in good standing may be considered when determining the number of delegates and alternates. The one-year court membership requirement will not apply to members whose courts have been merged; however, delegates and alternates must still be regular COF members for one full year.

  • No local court having an adult membership of fewer than 20 people is entitled to representation at a state jurisdiction convention.
  • Each local court having an adult membership between 20 and 150 will elect one delegate and one alternate delegate.
  • Each local court having an adult membership between 151 and 300 will elect two delegates and two alternate delegates.
  • Each local court having an adult membership between 301 and 550 will elect three delegates and three alternate delegates.
  • Each local court having an adult membership between 551 and 800 will elect four delegates and four alternate delegates.
  • Each local court having an adult membership of 801 or more will elect five delegates and five alternate delegates.
